Operational plan report shows strong final quarter

Central Highlands Regional Council has released its fourth and final quarterly performance report for the 2025-2026 financial year.
The report provides an update on the progress council has made towards its annual operational plan objectives.
‘The majority of the projects we tracked this year are now complete, and others have made strong progress,’ Acting Chief Executive Officer Graeme Kanofski said.
‘Some larger projects will continue into 2026-2027, but council remains focused on practical results that benefit our communities and support long-term financial sustainability.’
Some highlights include:
- Over 1.6 million KL of treated water was supplied to our towns
- 23,239 head of cattle were processed at the Emerald Saleyards
- 5,621 calls were received at our customer service centres with 63% resolved at first point of contact
- More than 220 tonnes of kerbside recyclables were delivered to a Materials Recovery Facility
- 22 development applications were determined
- 26,104 people visited our libraries
- 55,953 passengers went through our airport
- 8 food business licences approved
- 6 art exhibitions were hosted at our 2 art galleries
- 16 youth activities were held, including the Annual Mayoral Student Leaders Summit
- Completed Bob Love Clubhouse at McIndoe Park and Bridgeman Park Clubhouse at Capella
- Turf replaced at Hunter Street sporting fields in Blackwater
- Commenced next stage of Tieri-Capella pipeline project
- Emerald Saleyards and Airport governance reviews progressed
- Finalised Gravel Pit Strategy, with implementation to commence in 2026-27
